setting brake balance

I have installed a balance bar dual master cyl setup and converted my front brakes from drums to disc's. Is there a brake dyno in Melbourne that can help setup initial brake balance? I have seen such a thing in the uk. Measures clamping force with pedal pressure. I was thinking of making up two plates to fit over wheel studs with a nut welded to it, so that with pedal pressed down I could use a torque wrench to measure clamping force...sound resonable for initial setup?
I realise I will have to do dynamic tesing on a 'track' due to weight shift.
