Did a full fluid flush last week, and noticed the slots in my rotors were filling with brake dust. Is this normal?

If you have been experiencing some brake fade the resin and dust collects in the slots and can harden up. If this happens it is a good idea to scrape it out.
If it is only loose dust then this is normal.
It came out OK, but with a backing plate in place, its impossible to clean the inboard slots. What happens when the slots fill with dust, would sort of defeat the purpose, wouldn't it?

Yes.!
If it is loose dust it will work its way out. But hardened resin basically removes the wiping action from the slot.
