Yep and the manufacturers have even stated that probably the main cost factor is the current level of reliability required combined with the complexity. For every engine they are burning up in car they are burning up heaps on the dyno trying to get the reliability sorted. So 3 in car and probably 30 on the dyno.
They did try to get it changed fot 2018 to stay at 4 but Ferrari voted it down.

And echo the rest of the comments. Amazing they think the cost of actual engine parts to build more engines is more than the epic R&D to make a motor last 6-7 times longer and make power. Basic economics
Considering the whole sport was based on the principle of pushing the boundaries of engineering and manufacture I can only presume they’re now building as many engines as they did in the 1 engine per race era, but running them in simulation to try and find the “magic” combination that makes power and lasts.

The stupid thing is that they have to build/buy more than 3 engines anyway. One of the teams last year mentioned this and said it was a pointless rule. Everyone copped penalties in one way or another, meaning they had to use much more parts than is allowed under the cap. The cost of developing engines to be ultra reliable with big HP would have to be close to the cost of extra engines.
Any further rumours as to who is going to get the second Williams seat? F1.com reckons it will be announced this month.
